Abstract

The conflict between Ukraine and Russia has raised new questions about the efficacy of the European Union’s policy toward its eastern neighbours. On the one hand, the Association Agreements that have recently been concluded with Ukraine and other members of the EU’s eastern partnership offer the opportunity for closer relations and a more assertive reform agenda in the partner countries, On the other hand they face obstacles to implementation, related both to current crisis conditions, potentially inadequate incentives, geopolitical pressures, and the configuration of power in the partner countries. Likewise, the relationship between Russia and the EU has soured dramatically in the face of the Ukraine crisis, placing in question the adequacy of the EU’s policy approach to the region.
