Abstract

In terms of the number of posted workers, Poland ranks first among the countries with the largest number of mobile workers in the European Union. Although on many occasions posted workers from Poland experience exploitation and unfair practices, the very idea of posting seems to be beneficial for public institutions, due to, among others, payment of social insurance contributions in Poland. Particularly notable benefits are enjoyed by employers and temporary work agencies, which initiate the posting of workers and are responsible for facilitating and sustaining this cross-border mobility. In the situation of shortage of workers, entrepreneurs make efforts, often breaking the law, to acquire third-country nationals (mainly from Ukraine). Using the concept of migration infrastructure (Xiang and Lindquist 2014), I intend to map the main stakeholders in the posting of workers, shedding light on their diverse interests. Using the results of qualitative research conducted between 2016 and 2021, I intend to classify these actors, dividing them into commercial actors, public institutions, actors related to transport and digital infrastructure, and NGOs. As part of this consideration, I will also highlight the differently articulated interests of Polish workers and third-country nationals who are posted from Poland.
