Abstract

This paper considers how we might understand policy-making in the cartel party, and the implications for party democracy. It will explore two key questions central to the cartel party thesis: Who participates in – and who controls – policy development? Has cartelisation produced policy convergence? These two questions are examined in light of evolving digital technologies, the rise of populist parties and increasingly personalised politics.
