This panel aims at understanding the link between regional, i.e. mainly European, and global food governance goals to local food governance arrangements. The increasing global demand for food, the decreasing resources, and the stress these demands put on the ecosystem have resulted in initiatives on EU and global level to shape up food systems for the future. These initiatives bring together stakeholders from businesses, governments, and civil society. However, little is known how these broad goals on high levels of governance should, or could be translated into concrete action at the local levels. How should local governance arrangements be adapted to meet European and global goals? And what kind of governance arrangement are available as intermediaries between the local level and the higher levels of governance? This panel aims to contribute to theoretical propositions on the changes local governance arrangements are facing or undergo when they have to respond to higher level ideas or measures. Some countries have for instance a long tradition of food producer associations, whereas other countries have a strong tradition of state orchestration. All have developed particular policy styles and preferred modes of governance. Some governments want to play a role in societal debates. Some will chose the role of facilitator or initiator in societal processes, and other governments want to maintain more control. These are political elements that constrain, but at the same time enable food governance and policy innovation. We welcome papers that discuss how corporate and civil society could be utilized in establishing food governance arrangements; how local practices are linked with global goals through different governance and policy arrangements; or papers which discuss concrete projects at local level or how governance and policy initiatives, innovation and instruments can facilitate horizontal learning in response to global players and developments in other countries.
