Abstract

This panel discusses developments in fiscal policy in the European Union (EU) in light of changes in recent developments in Economic and Monetary Union (EMU). To what extent do we still see developments reflecting the way in which state-building traditionally has occurred? What are the relationships between the EU level and member states? Is the process mostly intergovernmental? Have powers and competencies transferred to supranational institutions in the ways that were foreseen and expected? What can we learn from other federations (decentralised unions) to understand developments in the EU?
