Abstract

This panel provides a reassessment of the Stability and Growth Pact, the fiscal rules of the EU, and the challenges that it has faced in recent years, especially in light of the Euro Area crisis and the COVID-19 pandemic. In light of the suspension of these rules and the introduction of the new rules papers in this panel provide an assessment of the current developments in light of earlier challenges. Papers examine the role of path dependence, ideas, paradigm, discourse, and populism. They provide rich empirical analyses based on thorough theoretical frameworks.
