Emerging in the 1960s and 1970s, policy analysis has evolved as an interdisciplinary social science. Conceived as a response to pressing social and economic problems, Lasswell defined policy science as the pursuit of ?knowledge in and of the policy process.? Focused at the outset in significant part on knowledge in the policy process, the field took on an instrumental, a-theoretical technocratic character.
