Abstract

The security is in a organic connection with the electoral process as an exponent of a political system based on democratic values. In the context in which a society is no longer governed by the norms of democracy, it does not value free and fair elections, then the issue of electoral security becomes secondary. Thus, security issue in correlation with the functioning of the electoral field is highlighted because the risks and threats to security in the electoral context are also a challenge to democracy, to the proper functioning of democratic mechanisms of distribution and investment with state power of the political forces, winning political elections. In a democratic society is necessary to emphasize the quality of representation of the electorate’s options, in terms of ensuring the safety of the person in the context of political processes. The involvement of youth, elders or other underappreciated citizens in various political processes in societies with a functional electoral democracy is an important condition for the success of the democratic system, based on universal suffrage and of the participation of all citizens, including the disadvantaged, marginalized and vulnerable persons. The inclusion of all citizens in electoral processes is very important for a democratic political system. If a segment of the population is deprived of voting rights or excluded from political and electoral life, the representativeness and legitimacy of these processes can be undermined. Although, young, senior people or those with motor or mental disabilities, participate in political processes in several ways, their representation in electoral processes is limited. The involvement of youth, or of institutionalized people, or those with disabilities, for example, is essential to make elections to be more representative. A particularly important role in attracting vulnerable, young or old people to the elections belongs to political parties, to a greater extent, but also to interest groups and civil society, to a lesser extent. In order to alleviate the shortage of young politicians involved in electoral campaigns, political parties, with the support of state electoral bodies, can adopt measures to stimulate the participation of young people in elections. Contemporary society, on a global scale, with some specific issues for certain regions or states, currently faces a number of challenges, including risks, threats and vulnerabilities related to ensuring human security and person’s safety. The system of political democracy, in particular an inclusive electoral system, is able, in certain circumstances and with proper management, to reduce some risks and vulnerabilities related to personal security and to improve the situation in the field of human security. Thus, the issue of electoral inclusion is becoming a cornerstone for democracy and society at the contemporary stage of them evolution, and must assume as aim to optimize socio-political processes by ensuring a higher level of respect for human rights, as well as the functionality of human security principles. The contemporary democratic system is one of the ways to overcome socio-political cleavages, a lever for solving a multitude of the most serious problems that challenge contemporary society.
