Abstract

War as an extreme form of politics, or the most radical way of exercising political influence, irreversibly affects all spheres of public life of all parties to the conflict. In the economic sphere, this phenomenon either accelerates certain currency, trade, financial transactions and processes, or completely stops them. In the social sphere, there is an increasing need to provide additional guarantees and types of assistance to the population, to increase the size and criteria for providing such social benefits. At the same time, due to imbalance in the budget, the total amount of finances in the social sphere may be subject to restrictions. In the cultural sphere, there is a reflection on military actions, comprehension and interpretation of this phenomenon. A new layer of artists of different genres appears which leads to the spread of polar or war-neutral public sentiments. In the political sphere itself, changes occur at different levels and are of a different nature. Thus, political activity can: a) Completely stop (when any political debates are considered inappropriate due to the need to unite in order to win the war); b) Reach a new level of intensity of political life (when different political forces try to share potential military achievements and use them in the electoral sphere); c) Become a tool to support war, and legitimize it in the eyes of voters and society (when the need and correctness of war is justified by state, social, economic or other types of interests). The war also actively serves as a tool for the formation and development of political leadership in the country. In history, there are cases when the military became heads of state for a long time precisely because of the hostilities in the country, because of which they gained victory or popularity (F. Franco, A. Pinochet, B. Mussolini). However, the impact of the war on civil society and the peculiarities of its relations with the state cannot be assessed unequivocally, which is explained by the very multilayered phenomenon of "civil society", as well as the variability of the ways and methods of its interaction with the state in this regard. Since a set of non-governmental organizations that represent the will and interests of citizens characterize civil society, the plurality of subjects and actors of civil society significantly atomize the directions of influence of the war on this phenomenon. That is why there is a need to study the impact of war on the nature of the interaction between civil society and the state. Since one of the main tasks of science is to comprehend the events and phenomena of the surrounding world, the consideration of the Russian-Ukrainian war and its impact on the nature of the interaction of civil society and the state in Eastern Europe is considered the most appropriate and timely. The relevance of this study is obvious due to the variability of the phenomena that accompany these events and are of absolute interest to modern political scientists.
