The aim of this paper is to study multi-level governance in creating the good life in public housing in a Swedish municipality, Borlange. The effort to handle the so called energy efficiancy gap where technical solutions clash with social, political and culturals factors is investigated.
The goal to create a good living is mainly implemented by hybrid-companies where market principles are dominating. The role of politics is diffuse and gender and etnicity are important factors in understanding how the effort to mobilze new groups are implemented.
