Abstract

The level of salience that member states attach to issues is a key-factor in decision-making in the European Union. In this article, models on salience are hypothesized and tested to explain the levels of importance attached by the 28 member states and the European Commission in the Brexit negotiations. Specifically, the salient issues are drawn from the Withdrawal Agreement and the next stage of the Brexit negotiations, the future relationship. The results will shed more light on the role of salience in the negotiations on the Withdrawal Agreement and the future relationship.
