This paper is meant as a search for new insights in learning processes. Quite some knowledge exists already on individual learning, organizational learning, network learning, and policy learning. However, this strand of research focuses mainly on classic public institutions and on learning across homogeneous governance structures. This does not take into account that current governance structures tend to be ‘hybrid’ governance and that they proliferate across different sectors. Are present theoretical insights applicable to hybrid contexts? Can a governance model in a sector learn from a governance structure in another? How do experiments such as city-labs, living labs, fit in? Can we link theoretical insights in learning to specific methods meant for learning?
