This paper will examine minority governments on the basis of recent data on governments in Eastern as well as Western Europe. We show that minority governments are no less common in the East than in the West and no less common today than they were a few decades ago. The paper will examine the formation and electoral performance of minority governments and especially focus on the governance mechanisms they employ in order to secure their survival and parliamentary passage of their policy initiatives.
