Abstract

EU crisis response mechanisms include a varied array of instruments, such as CSDP missions, humanitarian action and/ordevelopment assistance. This paper focuses on the institutional and political framework of the EU crisis response mechanism towards Haiti, analyzing the constellation of institutions engaged in such an endeavor. This paper aims at critically understanding the EU’s instruments and capacity to respond to complex emergencies outside its own borders and the extent to which it can actually promote peace and security at the international level. The paper resorts to an assemblage framework of analysis to better grasp the internal and international dynamics underlying the EU support towards Haiti. In the process, the EU position in relation to other international organizations working in the same dimension is mapped, namely in relation to United Nations programs and agencies, World Bank institutions and EU member states. For the purpose of this paper EU crisis response constitutes an important framework of action regarding the promotion of international peace and stability.
