Tracing the Performance of International Organizations in Disarmament Affairs: The Case of the EU at the UN

Abstract

In this paper an attempt will be made to capture the EU performance and impact at three organs of the United Nations system related to the issue of disarmament: a) the Disarmament Commission (subsidiary organ of the UNGA), b) the First Committee (Main Committee of the UNGA) and c) the United Nations General Assembly (UNGA). Elaborating an analytical framework based on a three level analysis of EU external performance, this study will evaluate the international engagement of the EU at the UN in terms of a micro-level perspective, the so called output perspective which is related with the intra-EU process of policy formation, and a meso-level perspective, the so called outcome perspective which is related with the way the EU takes this output to the international level of the UN. An assessment of this two-step process will enable us to reach some conclusions as to the macro-level perspective, the so called impact perspective which is about the real EU effect on managing and finally solving the issues in question. For the purposes of this study, primary sources such as verbatim records, EU and UN data as well as interviews with EU and UN officials and diplomats will be deployed.
