Based on a historical review of the circumstances of introducing direct elections for the European Parliament and the election of the Commission President the paper analyses the effect of the Spitzenkandidaten experience on the politics of the European parliamentary groups and the European political parties. It also assesses the European Parliament's continuing efforts to reform the electoral procedure, examining in particular the legal and political hurdles for envisaged reform steps.
