Interest group research primarily focuses on the grand questions of power and influence within particular policy fields and governance levels. At the same time, there is a growing literature on the mobilization of interest groups. This paper deals with the mobilization of actors in a multilevel setting. More in particular, it seeks to answer the question: which actors mobilize to seek funding in European cross border cooperation progammes. In addition, we examine the specific ways of mobilization and the conditions under which actors decide to mobilize. Empirically, we draw from the data regarding the Interreg Flanders-Netherlands Operational Programme.
