Abstract

This conceptual paper assesses how different modes of civic participation, party representation and federal institutions combine. It attempts to better understand the tensions between civic participation and federalism by examining the role of parties in this relationship. It assesses how the responsible party government model is constrained by new modes of representation, types of federalism and party structures. Using cross-national comparison, it aims to categorize the forms of representation that we find resulting from the combination of these contextual factors.
