Abstract

If, since two decades, a lot of researched take place in the discursive/Interpretive paradigm, and propose to analyze policy differently, the role of the "meaning in action" on the policy process continue to be an important research question. In this article, we would like to explore theoretically how we can grasp this role and more precisely we would like to identify seven kinds of argumentative strategy used by policymakers and which largely contribute in the political arena to redifine the Problem which must be solved, the Solution which are relevant to solve problem, the Public concerned, the Public Policy which must be changed and the future which must be design.
