Abstract

This paper examines differences in attitudes toward European integration across income, education, and other demographic groups. It asks whether some groups have been better represented by their governments in negotiations with the EU than others. Drawing on the growing empirical literature on policy responsiveness inequality, it highlights the institutions that moderate the extent of the elite-mass gap in preferences and outcomes.
