This paper is part of a PhD project that studies the impact of the EU on different types of cross-border cooperation in Europe. The ultimate objective of the overall project is to account for the variation in cross-border arrangements. The main aim of this paper is to conceptualize cross-border cooperation within the EU and to map the variation between different instances of cooperation. I expect variation with respect to geographical location, policy domain, actors, scale, public vs. private etc. The mapping of the cross-border cooperation arrangements will allow me to detect relevant puzzles and to formulate a series of research questions that will be tackled in my PhD project.
