Implementing EU Climate and Energy Policy: The Case of Poland

Abstract

This paper analyses the extent to which, how and why Poland has implemented the climate and energy package to date with a view to the long-term 2050 decarbonization goal. The analysis draws on a combination of the Europeanization and domestic politics literature, arguing that misfit between EU policies and the national energy/economic situation, policy framing and policy content reduce the probabilities for implementation. The paper pays particular attention to policy content and explores whether a package of climate and energy policies has made implementation easier, more difficult or made no difference compared to the implementation of single legislation. A tentative conclusion indicates that Poland is well on track towards the 2020 targets, but not the 2050 goal. The paper concludes by discussing Polish positions and achievements to date in light of the political feasibility of the Commission’s recent 2014 proposal for a revised climate and energy package towards 2030.
