This paper aims to make a contribution to the empirical study of the development of European Citizenship, through the lens of mobile EU Citizens : they occupy a position of symbolic importance at the vanguard of a potential European demos and are considered by some as the “pioneers of European integration”. The paper will investigate the question of the EU as a political space, “from below”, from the perspective of “intra EU movers” and their political practices: to what extent have they used their electoral rights, and what significance do they attach to these rights? Do intra EU migrants of different nationalities share particular political attitudes and practices that provide evidence of the emergence of a European political space? Particular emphasis will be placed on the take up of electoral rights in the 2014 European election across EU Member States explored through quantitative and qualitative analyses.
