Moving Towards a New Imagery of Sub­‐National Mobilisation in Europe: Shifting from MLG I to MLG II

Abstract

In the early 90s, the MLG literature has been inspirational for scholars who were looking for an explanation for sub-­‐national mobilization in Europe. Back at that time, the imagery of territorial mobilization used to fit into the first model of MLG where Europe represented a multi-­‐level system that guarantied a direct access for more political power. With the advent of the 2020 Strategy, new real possibilities to influence policy decisions emerged and regional parties reacted accordingly, using regional offices in Europe as a functional tool of economic governance to clarify policy options towards more self-­‐ governance. In other words, regional political parties have shifted their imagery of territorial mobilization moving towards the second model of MLG. Departing from the Flemish and Scottish qualitative case studies, the purpose of this paper is to demonstrate that regional parties have shifted their imagery of sub-­‐national mobilization moving from MLGI to MLGII
