Impact of Europe 2020 on Subnational Governance: Describing Variation Between Flanders, Scotland and Catalonia

Abstract

Europe 2020 is the growth agenda of the EU. It defines objectives for a smart, sustainable and inclusive growth which member states are expected to meet. To achieve this, member states engage in policy formulation and implementation of EU policies. In highly decentralized member states, Europe 2020 objectives often belong to subnational competences as well. This paper addresses the question how subnational entities with strong legislative powers cope with the Europe 2020 strategy. What type of governance structures are set up and to what extent do these structures differ? In this paper we analyze the domestic governance structures by means of social network data, collected through interviews, with a focus on public and private actors, and coordination mechanisms. We map the variation between regions (Flanders, Scotland and Catalonia), policy domains (education, poverty and energy)and policy phases (the European Semester and the National Semester).
