The paper analyses the links among ministers and political appointees with political parties, social background, academic titles, professional, political and unions’ activities. The idea is to observe differences between the Social Democracy Party government (1995-2003) and the Workers Party government (2003 until December of 2012). We show that both governments have had high level quality members but that the Workers Party government is closer to a partitocracy model.
