Abstract

The analytical framework of Fritz Scharpf, the actor-centred institutionalism, is a full-fledged model of policy change which articulates three levels of analysis: institutions, actors constellation, and their orientation towards a policy problem. Using this theoretical lens, we process-trace the development of the national adaptation policy of the UK and Switzerland with the aim of accounting for the barriers and opportunities which have influenced the process.
