Adaptation to the consequences of climate change - and not only mitigation of emissions - will be necessary as a result of impacts on among other things sea level, water systems and through extreme events. Mitigation and adaptation alike are important multi-level governance issues, that may be dealt with on local to international levels, and often require interaction among levels and different types of actors. This panel invites papers that deal with leadership, which is often seen as a crucial factor to successful climate governance, including both or either mitigation or adaptation perspectives. How do we conceptualise leadership by nation states, governmental and non-governmental organisations, regions, local government and individuals, and what kind of leadership do we need for realising climate mitigation and adaptation measures in a highly fragmented world? Climate policy is a particularly interesting policy domain for studying the role of leadership due to the need to include a long time frame, and the uncertainties about magnitude and impacts of climate change and societal responses. How may leadership be helpful in linking the climate agenda to other agendas, creating linkages across levels and scales, and in organising collective action? This panel invites both conceptual and empirical papers addressing the role of leadership in climate governance, using theories of e.g. political leadership, sustainability leadership, policy leadership and complexity leadership.
