Abstract

Polling data from recent elections show that corruption is a top concern for many voters in Europe and beyond. Support for good governance and the fight against corruption are also priority items on the international agenda for over twenty years now. The question remains if and how external actors, such as the EU, IOs, and development agencies, can influence the transition of a society from corruption as a governance norm — where public resource distribution is systematically biased in favour of authority holders and those connected with them — to corruption as an exception, a state therefore that is largely autonomous from private interest and allocation of public resources is based on ethical universalism (everyone treated equally and fairly). The panel aims to bring together a variety of perspectives, to offer a comprehensive discussion of the role of international actors in the promotion of good governance and anti-corruption. More specifically, the panel invites contributions which look at: - The role of international actors such as the European Union in supporting good governance and anti-corruption - Theoretical underpinnings and critical assessments of good governance promotion and of underlying theories of change - Innovative approaches to promoting good governance and anti-corruption across borders
