The Article 50 negotiations have been historic by definition, since for the first time a large member state has decided to leave the European Union. They have also defied expectations in terms both of the UK’s conduct and negotiating strategy, and the degree of unity on the EU side. This panel, and the project – ‘Negotiating Brexit: EU institutions, national governments, and the UK’ -- on which it is based, examines the approaches adopted by on both sides to the negotiations, and critically assesses the theoretical frameworks that are typically applied to EU-level negotiations. Mindful of the inclination of some theoretical approaches to present the final outcome of negotiations as inevitable, the participants in the project have monitored position-taking and decision-making on the part of the EU institutions, 15 member states, and the UK since the UK referendum since June 2016, tracking processes at national and EU-levels through the main phases and across critical junctures. All interventions are theoretically framed and take liberal intergovernmentalism described by Daniel Naurin as the ‘baseline theory’ of European integration as their starting point.
