We have witnessed a convergence towards the policy-idea of activation in Europe and beyond. However, how these policies are implemented and governed at the local level might differ widely between different countries. This panel addresses how the actual implementation of activation measures is shaped by actors, institutions and historical legacies. Moreover, the actual implementation and governance of specific ALMP at the local level might influence how effective ALMPs are in shaping employment outcomes of individuals. The panel therefore also addresses the underresearched role of caseworkers at the PES for delivering and implementing services
