The current debate on business and human rights raises fundamental governance questions. National governments, the European Union and international actors have started to implement comprehensive policies as a reaction to the UN Guiding Principles on business and human rights. From a theoretical perspective, the dichotomy of the state duty to protect and the business responsibility to respect human rights as advanced by the Principles touches upon major themes in international relations and international law, such as shifts between public and private forms as well as between national, international, and transnational levels of governance in the global economy. Also, legal and moral obligations traditionally associated with the modern human rights system are combined with debates on corporate social responsibility (CSR), which raises critical questions for the status quo and the future of the human rights regime. The panel seeks to bring together theoretical and empirical work that explores this emerging field of business and human rights from various governance perspectives.
