Abstract

The panel focuses on the coherence and synergy between the EU's Common Security and Defence Policy (CSDP) and non-CSDP policies. To this end, the panel looks into different policy areas of the EU which are of particular interest in the context of CSDP: the European Neighbourhood Policy, development cooperation as well as internal policies in the Area of Freedom, Justice and Security. The panel asks how linking CSDP and other EU policies/ instruments may not only provide coherence and synergetic effects, but also greater effectiveness in EU external action. Based on empirical evidence, the panel papers discuss to which degree CSDP is currently implemented in good company of other EU policies and instruments. Moreover, the panel asks how coherent and synergetic the interplay of CSDP and non-CSDP policies actually is. Finally, the panel aims to discover the potential for greater effectiveness in CSDP in view of a) current interlinkages with other (non CSDP)policies and b) EU problem-solving on the ground in third countries.
