Abstract

This panel brings together contributions that investigate EU policies towards conflicts and crises in its neighbourhood. While a lot has been said about the divergent interests of EU member states, the lack of instruments or of political willingness as well as solidarity, this panel shifts the focus on ideational and cognitive factors to explain EU foreign policy-making as well as the outcomes of EU policies in its neighbourhood. Instead of assuming what drives EU foreign policy, the papers of this panel unravel the cognitive and ideational determinants and investigate how the EU constructs its understanding of conflicts and crises, if and how the EU learns from success stories and eventual fiascos, and which (institutional and non-state) actors contributes to these processes of EU policy-making. By shedding light on the ways in which the EU frames the events in its neighbourhood, the papers also provide relevant insights into the ways in which ideational and cognitive factors shape EU policies and their outcomes on the ground.
