Drawing on content analysis of projects implemented in the Balkans and the Eastern Neighbourhood it examines the normative power of the EU by comparing the EU’s approach to the rule of law in the enlargement and European Neighbourhood policy. The panel also examines impact of having the Charter of Fundamental Rights become binding, in particular how cooperation agreements working between the Fundamental Rights Agency (FRA) and with the other agencies of the Area of Freedom Security and Justice (AFSJ), such as Frontex, but also EASO, Europol and Eurojust. The research presented is based on research that has used expert, face-to-face interviews.
