Abstract

There is an increasing consensus among researchers that democratic experiences in school create democratic citizens. However, depending on which concept of citizenship is employed, students in school can be considered both as citizens and as citizens in the “making”. How does the school address this challenge when it comes to justifying political participation? It has been questioned whether the school is doing enough when it comes to giving young people the political knowledge and skills necessary for democratic participation. Policymakers, amongst others, are therefore promoting an increasing amount of programs that aim to strengthen democracy through civic education, instilling in young people the knowledge, skills and attitudes that will enable them to participate in the communities of which they are a part, locally, nationally and globally. However, some argue that civic education can in fact be counterproductive focusing on socializing youth for the future, rather than actually engaging youth in the present. This panel addresses the most important question concerning civic education: What kind of political competence should it conduce? How does it deal with the challenges of legitimizing democracy and questioning democracy - between educating citizens for today or tomorrow? This panel seeks papers that deal with civic education in school and forms of political participation. It welcomes papers that help to shed theoretical and empirical light on these issues. We particularly encourage proposals with a comparative perspective. Also, papers that focus on motivations for participation are welcome.
