Abstract

The panel brings together scholars from a range of perspectives, all of whom are contributing authors to a forthcoming Special Issue of Citizenship Studies on the subject of theorising noncitizenship. Noncitizenship is a crucial yet underexplored subject area, with existing political theory – and particularly that which deals with justice and/or rights, long assuming citizenship as a core concept. Noncitizenship, if it is considered at all, is generally defined merely as a negation or deprivation of citizenship. As such, it is difficult to examine successfully the status of noncitizens. This panel will address these shortcomings through a novel, non-traditional format. Each panellist will introduce another panellist’s paper and will discuss the insights offered by the paper for the theme of the panel. This will then be followed by open discussion of the issues raised. This innovative format is specifically designed to facilitate a robust and detailed debate over the conceptualisation of noncitizenship.
