This panel will expand on how gender mainstreaming work constitutes an interesting and typical case for how politics and administration collaborate in the shaping of policy. This includes examining what is regarded as politics and what is regarded as administration, and how these tasks are being executed? In the case of gender mainstreaming, the administration has rendered little attention in terms of its political role. This panel focuses upon the power-games played by insiders in the EC, and the role of femocrats related to levels of institutionalizations in Ghana, the relationship between politics and administrations in gender mainstreaming policy in a Swedish municipality, and the role of the NPM system, MSC, when implementing gender mainstreaming. This panel will focus on different theories in gender mainstreaming related to NPM, such as separation of politics-administration, the impact of femocrats politics, and implementation as a political policy process.
