Abstract

This panel explores how processes of institutional change are gendered. It aims to develop our analyses of how institutions and institutional change interact with gender and intersectionality in terms of both our empirical knowledge and our theoretical understanding. The five papers use institutional analysis (and feminist institutionalist approaches in particular) to interrogate a range of cases in Latin American and Europe where new institutions and institutional rules are introduced. Two papers look at new quotas rules as examples of institutional change (in Ireland (Culhane) and Brazil (dos Santos)); Gains and Lowndes examine the policies of the newly created Police and Crime Commissioners in the UK; and two papers explore an important case in which a powerful gender actor (Michelle Bachelet) has attempted to change institutions and gender policy. Sepulveda analyses the impact of formal and informal rules in Bachelet’s first presidency and Staab and Waylen compare her first and second presidencies. The panel includes a mix of junior and more senior scholars.
