The panel's point of departure is the widespread perception that nation states are gradually losing their capacity to act even in the constitutive domain of national security. Weaponry has not only been key to national security and power politics in the international system, but armaments are also economic goods supplied by private corporations on global markets. Hence the panel focuses on the interaction between international institutions, national governments and transnational corporate firms in the defense-industrial area. More specifically, the papers address, on the one hand, national arms export and procurement decisions; and, on the other hand, supranational authority in defense offsets and the emerging role of the European Defense Agency.
