Abstract

This panel is on the dialectic between mechanisms of transparency and secrecy. There is an interesting relationship in an increasing number of states between more mechanisms of scrutiny and transparency (such as freedom of information laws, auditor-generals investigating government finances and practices, and social media), on the one hand, and the increasing tendency towards more closed and secretive policy-making by governments confronted by these measures, on the other hand. How do these two phenomena co-exist? What paradoxes is this creating? Can we identify the problems in this dialectic?
