How do actors in global governance perceive their role and enact it as representatives? Whether (self-) appointed, elected or delegated, actors acting within the increasing amount of influential international institutions face the questions which constituency, interest or world view they are supposed to represent and how they will act on this. Given the amount and importance of international institutions, such questions carry direct consequences for the trajectory and legitimacy of global governance. Directly following the descriptive question of how actors in global governance perceive and perform their role as representatives, follows the explanatory question of whether there are observable patterns in such actors’ role perceptions and behavior and what accounts for them. Finally, the critical question comes to the fore which interests, constituency or norms remain un- or under-represented. This panel therefore focuses on the role perceptions and actual behavior of actors engaged in global governance with a specific focus on their role as representatives. We invite empirical and theoretical papers that conceptualize, describe, explain and/or assess various forms of representation in global governance institutions. Papers may address, but are not restricted to, the representation of citizens, women, minorities and indigenous groups, corporations, NGOs, governments or country groups in global governance institutions.
