The aim of the panel is to advance theories of environmental policy implementation by examining empirical cases. Both empirical and theoretical contributions which contribute to this end are welcome. Key questions include: What is meant by success in environmental policy implementation? Are some policies more likely to succeed than others? Are certain types of regime or societal framework more conducive to success than others, or are certain implementation problems found the world over? What are the keys to interpreting these commonalities and differences?: the nature of the policy, technical problems, resource or bureaucratic constraints, strength of mobilization of green opinion, structures of power between the state, industry and public? Under what conditions do policies succeed, and what are the implications of this for policy transfer/learning?
