Partnerships and Co-governance in the localities

Abstract

Increasingly local authorities are working in partnership, or even offer co-governance with other stakeholders in localities creating networked governance. Unlike elected local government, however, partnership and co-governance arrangements are with organizations and bodies that represent only specific interests and have quite different accountability mechanisms. Advocates of partnerships/co-governance claim that such arrangements enable councils to more effective. On the other hands, there are concerns that co-governance may erode further the legitimacy of local government. In practice, there are mixed experiences of those organizations that work in partnership with local authorities. Papers are invited that consider all aspects of partnership and co-governance in the localities and the implications for elected local government. Paper proposals should be sent to the panel chair.
