Democratic network governance and policy making

Abstract

In recent years we have witnessed an increasing interest among political scientists in the role that networks play in public governance. In the 1990s this interest led to the development of what has become known as the governance network theory. The first generation of governance network theory was characterised partly by its calculous approach to human action and partly by its focus on the impact of governance networks on governance efficiency. Currently, a second generation of governance network theory is emerging that changes the analytical and thematic perspective. Hence, the new generation takes departure from a discourse analytical approach to human action and increasingly directs its attention towards the impact of governance networks on democracy. The aim of this panel is to contribute to the development of theories of democratic network governance. The panel consists of four papers that each in their own way reflect on the democratic problems and potentials of governance networks seen from a discourse theoretical perspective.
