Abstract

How should one conceptualise and analyse the governance and policy-making of the EU - do they posses a special nature? Do the supranational institutions by now constitute a federal structure, with the European Council and the Council of Ministers as some kind of government, and the Commission as a special variation of a federal administration? If the EU begins to resemble a state, how unique is it then; after all, is it just another variation of a federation?
