Abstract

The growing complexity of regulatory governance and welfare provision has transformed the way social policies are designed and implemented, redefining the boundaries between the regulatory state and the welfare state. Similarly, regulators are faced with challenges in addressing the social aspects of their sectors. This panel seeks to explore the intersections between regulation and welfare governance, addressing both theoretical and empirical questions regarding the regulation of social services (including through privatization and contracting-out) and the social dimensions of regulation. We welcome contributions that engage with in the intersection of these major changes in both the regulatory state and the welfare state. This might include a focus on how regulation is used to address social issues within and beyond economic sectors. This also invites questions focusing on the regulatory elements of social sectors and the hybridity of institutional logics in the regulation of social services. For example, this includes questions on how tools of regulation are used within the context of the welfare state, in areas such as pensions, social care, healthcare and the labour market. It can include questions on the social aims pursued by regulators in financial markets, communications, energy, or insurance. How are tools of regulation used within the context of regulating social services, and on how are concepts such as fairness, equity or vulnerability understood by regulators?
