Subnational authorities in the European Union (EU) assume a major role in preserving an “open and efficient EU”. In organizational terms, the European Committee of the Regions (CoR) provides regions and municipalities alike with direct representation in Brussels and constitutes a transmission belt between the EU and the national level on the one hand and the local on the other. This panel examines how administrative networks that has evolved between EU-level representations, including the CoR, and the regional and local level, facilitate implementation of EU-wide policies - such as the ones related to the Green Deal and digitalization. Are these networks offering strong or weak ties between levels of authority that in turn may lead to strong or weak levels of policy learning and coordination? How do new initiatives in regional planning – also in the longer term (e.g., via Foresight) – facilitate coordination within the EU’s complex system of multi-level governance? These are some of the questions which we seek to address in our panel.
