Although the influence of the European Commission and the European Parliament has expanded throughout the integration process, the Council of the European Union (and the Member States therein) retains a key role in EU policy-making. The papers in this panel analyse intergovernmental decision-making, including informal procedures. They focus on patterns of cooperation and consensus, on policy networks in the Council, and on the relevance of the rotating presidency to interest group activities.
