Abstract

The EU often presents present itself as the best level of regulation for emerging issues, thereby being the forerunner of regulatory innovation in the EU. This is usually related to the EU’s market power but tends to neglect the way in which policy entrepreneurs bring new issues to the EU. This panel analyses how institutional - Commission or Member state services - or external actors – companies, civil society coalitions, consultancies – has contributed, with different degrees of success, to policy change in fields such as sustainability, digitalisation or transparency, among others. The panel will also explore the effects of policy entrepreneurship in the further relations between actors in each of the policy fields resulting from their action, thereby considering the more or less durable relations of cooperation or opposition or domination that result from these dynamics. The panel is also open to papers exploring analytical issues about the possibility of distinguishing actors' influence and presence in specific policy discussions.
